Downtown Troy’s shopping, dining, and healthcare are minutes away, and quick access to Highway 61 and I-70 makes commuting anywhere in the St. Louis metro simple.

Caritas Apartments at Troy is a multi-family community developed by Cardinal Ritter Senior Services, a ministry of Catholic Charities of St. Louis. Since 1960, we’ve been building and managing housing rooted in the belief that everyone deserves a safe, dignified place to call home. Caritas extends that mission beyond senior housing to families and individuals across Lincoln County, offering both income-qualified and market-rate options within the same professionally managed community. 

Caritas offers two ways to make Troy home: 

  • LIHTC Affordable Housing for income-qualified households. Rents are set through the federal Low-Income Housing Tax Credit program, which supports quality, professionally managed apartment communities like Caritas nationwide.
  • Market-Rate Apartments have no income restrictions, with the same quality construction and professional management.

Caritas will start accepting applications in September 2026. To apply, you’ll need a completed application. For LIHTC applicants, we also require verification of household and assets. All applicants undergo a background screening and agree to community policies and lease requirements. Caritas is an Equal Housing Opportunity community, and accessible apartments are available.
